was 'history' ever public?

A general question:

In this forum discussion, @jrus comments:

… and for some reason, I was under the assumption that, at one point, history on a notebook was indeed visible to anyone. Yet this is not the case. Am I missing something, or was history once viewable to all, but now is limited to authors and teams?

History has never been public. History is only visible to the owners of the notebook in question.

I mean “should” in the sense of “if I could decide policy for the Observable app, what would my ideal be”.
