I often have a text cell above a code or data cell as I can add notes about the cell.
The ability to link these related cells so when they are dragged around the notebook would be useful.
Even just being about to select multiple cells for dragging (ctrl click) would make arranging cells easier.
While it’s not quite the same as mouse-operated selection and dragging (and I admittedly still stumble on cell focusing), in case you haven’t seen it, the behavior you’re after can be achieved using your keyboard by selecting multiple cells and moving them up or down:
… It would definitely be cool if this mode could be mouse-enabled.
