If I navigate to a specific version of a notebook and click the menu in the top right, the “Download code” and “Download tarball” links point to the code and tarball links for the most recent shared version of the notebook.
I would have expected those menu items to be hidden if that specific version isn’t shared and to point to the versioned JS / TGZ files otherwise.
