Currently Alt+Shift+Up and Alt+Shift+Down are only available in Cell editing, and for the consistency they could also work for Cell navigation in defocused mode.

I try to work mouseless with Observable, but find myself constantly clicking on different parts. Do you record session how users are really trying to use the interface?
