observable plot tip: how to style it and add some hyperlink?

Hi,
I have created my dots map and I have added tooltips.

I have two goals:

to have in bold the first line of tooltip (it’s a title);
to add a hyperlink at the end of the tooltip text, using the URL field of citta data.

How to do it in Plot?
