A 3D Choropleth

Here’s a 3D Choropleth for the populations of the counties in North Carolina:

I really don’t know too much about these things; I saw some static images and thought I’d try to make one. Is there a good general rule rule for computing the heights for these things? A logical guess is that height should be proportional to population. Maybe, though, the height should be chosen so that the volume is proportional to the population? Equivalently, then height is then proportional to the population density.

Or maybe, there’s another approach?
